Ferraro stresses role played by ticket in law enforcement

Geraldine Ferraro told district attorneys on Monday that while the Reagan administration talks tough on crime, she and Walter F. Mondale have not only condemned ''criminals, we've put them behind bars.'' In a speech to the National District Attorneys Association, Ms. Ferraro stressed her own experience as an assistant district attorney in New York and Mr. Mondale's background as attorney general of Minnesota. The address to the distict attorneys was one of three campaign appearances in California stressing Ferraro's law enforcement background.

On Sunday, she announced that she would not release her husband's tax returns , as she had promised, when she makes the required financial disclosure next week. Under the Ethics in Government Act, she is not required to release them.
