NATO chief seeks strategy of deep conventional strikes

NATO's supreme commander in Europe has appealed to the alliance to adopt a controversial new war-fighting doctrine involving deep strikes into Eastern Europe with conventional weapons in response to a Warsaw Pact attack. The commander, Gen. Bernard Rogers, said he hoped NATO defense ministers would endorse the plan, known as ''Follow-on Force Attack'' (FOFA), when they meet in Brussels Dec. 4-5.

The concept aims to delay or prevent enemy reinforcements from reaching the front line. It would exploit new technologies to track and hit targets up to hundreds of miles behind the battlefield.
