Americans' confidence in government has risen sharply under President Reagan, who is expected to keep the economy on an even keel and make progress in arms control in his second term, according to a New York Times/CBS News Poll. The poll found support for the Republican Party at its highest level in more than a decade, with the strongest backing coming from the young. But it also found that 57 percent of the 1,798 adults interviewed for the survey, between Nov. 8 and Nov. 14, believed that Mr. Reagan would renege on his promise not to raise taxes in his second term.
