Putnam's Sons. 160 pp. $14.95 If you are vague on the language of film and video, can't remember what a lavalier microphone is or what a moviola does or what rack focus means, ``A Dictionary of Media Terms,'' by Edmund Penney, may help.

Ray Bradbury says in his introduction that ``this is a book about . . . that new lingo that grew up with film hardware, hard and soft, and sprouted into and through the at first unwanted child Video.''

For those who need to know and, maybe, want to sound as if they know what they're talking about.
