JACK PAAR WILL APPEAR on the ``Tonight'' show Nov. 18 - for the first time as a guest on the talk show he hosted from 1957 to '62. One subject, no doubt, will be a TV special, ``Jack Paar Comes Home,'' scheduled for Nov. 29, also on NBC. THE CHICAGO INTERNATIONAL FILM FESTIVAL awarded the Gold Hugo feature film award to ``Welcome in Vienna,'' an Austrian entry; silver Hugos to ``Therese'' from France and ``The Decline of the American Empire'' from Canada; and a special jury prize to ``Coming up Roses'' from Wales. The 22nd festival, with films from 33 countries, continues through Wednesday. SEED MONEY FOR NEW PLAYS is being made available in a new fund established by Kennedy Center for the Performing Arts, the President's Committee on the Arts and Humanities, and the American Express Company. The $500,000 Fund for New American Plays will offer grants to enable theater organizations in the US to debut new works ``in a manner that reflects the playwright's intentions.''
