BEST MOVIES OF '86 were Woody Allen's ``Hannah and Her Sisters'' and David Lynch's ``Blue Velvet,'' according to several groups. This week Allen's dramatic comedy earned four Golden Globe nominations. Earlier, New York and Los Angeles critics separately had awarded that film best picture and best director laurels. Last weekend the National Society of Film Critics gave Lynch's tale of kidnapping, drugs, and sado-sexual obsession awards for best picture and best director. THE CONCORD STRING QUARTET will disband. The 16-year-old ensemble, which has been in residence at Dartmouth College since 1974, is known for its interpretations of standard works and exploration of contemporary works. The last official performance is May 7. THE CORPORATION FOR PUBLIC BROADCASTING must be ready to rely less on federal money by encouraging more private investment, in the wake of ``fairly severe'' cuts in President Reagan's proposed budget, says William Lee Hanley Jr., the New York City oil executive who was elected CPB chairman in November.
