(PBS, 10 p.m.-12:30 a.m., ET): Fireworks, a big band, the Glenn Miller Orchestra, and other attractions liven up New Year's Eve in Baltimore. SUNDAY From Vienna: The New Year's Celebration 1989 (PBS, 7:30-9 p.m.): Walter Cronkite hosts a program of music by the Vienna Philharmonmic under Carlos Kleiber. MONDAY 100th Tournament of Roses (ABC, CBS, 11 a.m.-1:30 p.m., ET; NBC, 11 a.m.-1:30 p.m., ET): 300 million people in some 38 countries are expected to view this anniversary version of the traditional spectacle. TUESDAY Money in America: The Business of Banking (PBS, 10-11 p.m.): Premi`ere of a series hosted by Sylvia Chase dealing with the banking system and its relationship to customers and the country at large.
