JUDGE FINES MINERS UNION IN COAL STRIKE

US District Judge Glen Williams fined the United Mine Workers an additional $720,000 for using convoys to slow coal shipments, but he doubted the penalties would work. ``This order is being flouted, flaunted, openly disobeyed,'' by miners striking against the Pittston Coal Group Inc., Judge Williams said Wednesday. He said he will increase the daily fine to $550,000 for further violations of the convoy ban.
