EPA PROPOSES RULES ON SLUDGE TREATMENT

Local waste-treatment officials nationwide say proposed federal standards for sewage sludge disposal will end what many say is the best way to get rid of the waste: turning it into fertilizer and compost. The Environmental Protection Agency, facing a law suit to meet a congressional mandate, issued proposed rules early this year to regulate the amount of toxic materials in sludge.
