The US Energy Department proposes to spend $2.4 billion next year and up to $3.7 billion in each of the following four years to bring nuclear-weapons production plants into line with environmental and safety laws, Energy Secretary James Watkins said in an interview published Monday. Mr. Watkins told the Washington Post the cleanup plan, to be announced formally today, would identify all pollutants site by site and include agreements with relevant state governments.
