NUNN, ASPIN WANT STAR WARS ON START AGENDA

Two key congressmen questioned Monday whether the Senate would ratify a strategic arms treaty in the absence of any agreement on ``star wars.'' They raised the question after the Soviets said they were willing to move forward on arms-reduction talks without an agreement on space defenses. Rep. Les Aspin (D) of Wisconsin, chairman of the House Armed Services Committee, said that a START agreement without formal limits on superpower strategic defenses ``won't fly here in the United States.'' Sen. Sam Nunn (D) of Georgia, chairman of the Senate Armed Services Committee, said a START treaty that did not deal with missile defenses ``could be negative.''
