THURSDAY A Year With Andy Rooney 1989 (CBS, 10-11 p.m.): The TV humorist offers his highly idiosyncratic account of the year's trends (e.g., on business: ``It was better for business than for anyone else''). FRIDAY The Kennedy Center Honors (CBS, 9-11 p.m.): The annual ``Celebration of the Performing Arts'' serves a solid national purpose, even if it is unavoidably arbitrary in its choice of people to salute, who this year are Harry Belafonte, Claudette Colbert, Mary Martin, composer William Schuman, and dancer-teacher Alexandra Danilova.

Great Performances (PBS, 9-10 p.m.): ``Michael Tilson Thomas Conducts Miami's New World Symphony'' (See preview on facing page).

SUNDAY Global Music (PBS, 10-11:30 p.m.): Seiji Ozawa conducts the Berlin Philharmonic's annual New Year's Eve concert in Orff's ``Carmina Burana'' - to be carried throughout Europe, the USSR, Japan, and the US.

WEDNESDAY Los Angeles Music Center's 25th Anniversary (PBS, 9-10:30): The Los Angeles Philharmonic under Zubin Mehta, the Joffrey Ballet, the Center Group Theatre, other groups, and lots of stars throw a birthday party for one of America's great cultural assets.
