KOHL SPEAKS TO PARLIAMENT

In a policy-setting speech before the new all-German parliament in Berlin yesterday, Chancellor Helmut Kohl said Germany's course would be one of ``continuity and a new beginning.'' The continuity will be German adherence to its European Community and NATO obligations. The new beginning involves building a European confederation that includes East Europe; deepening European-North American relations through a ``transatlantic declaration''; and strengthening German ties with East Europe. He advocated EC associate membership for reforming East European nations.

Mr. Kohl said Soviet President Gorbachev will visit Germany to sign a treaty on ``good-neighborliness'' and economic cooperation.
