GORBACHEV'S PLANS TO VISIT SOUTH KOREA TROUBLES NORTH KOREANS

North Korea expressed displeasure April 16 at Soviet President Mikhail Gorbachev's planned visit to South Korea by reporting southern student protests against the trip. Mr. Gorbachev made a last-minute decision to meet South Korean President Roh Tae Woo April 19 on the tourist island of Cheju on his way home from a state visit to Japan.

Gorbachev may have vetoed a trip to Seoul to avoid giving excessive offense to North Korean President Kim Il Sung.
