FRESH BATTLES BETWEEN SERBS AND CROATS IN YUGOSLAVIA

At least four people have been killed in gun and mortar battles in rebel Croatia, highlighting the helplessness of Yugoslavia's leaders to enforce a cease-fire between Serbs and Croats.The fresh violence erupted as the Yugoslav presidency met in Belgrade to try to consolidate the Aug. 7 cease-fire. A stable cease-fire is crucial to federal leaders' plans to arrange political talks between the feuding republics. Eleven people are reported to have been killed since the cease-fire came into force, adding to more than 300 killed in fighting since Croatia and Slovenia declared independence June 25.
