WORTH NOTING ON TV

* WEDNESDAY

Rookie of the Year (FOX, 8-10 p.m.): It's one of those childhood dreams: to pitch for a major league baseball team. For Little Leaguer Henry Rowengartner (Thomas Ian Nicholas), it's a dream come true when his arm suddenly develops a knack for a 100 m.p.h. fastball. As baseball's Opening Day nears, Baltimore Oriole Cal Ripken Jr. hosts this broadcast of the 1993 film.

Hidden in Silence (Lifetime, 9-11 p.m.): Timed with Women's History Month, this fact-based film tells the story of Fusia Podgorska, who as a teenager harbored 13 Jews for two years in Nazi-occupied Poland. Kellie Martin (''Life Goes On'') stars as Fusia in this drama that was filmed in the Czech Republic.

* THURSDAY

Living Single (FOX, 8-8:30 p.m.): The Roaring Twenties and Harlem Renaissance set the stage for a special episode of this comedy, in which Kyle fights to save a historic Harlem jazz club. In a tribute to this era, T. C. Carson (who plays Kyle) sings ''Honeysuckle Rose'' and Queen Latifah, the show's lead, sings ''Tain't Nobody's Bizness if I Do.''

48 Hours (CBS, 10-11 p.m.): With many voters dissatisfied with this year's Republican presidential candidates, the newsmagazine probes why some presidential aspirants shy away from the race. Featured are interviews with Jimmy Carter, who discusses life after the presidency, and Dan Quayle, who reflects on the negative publicity he weathered while vice president under George Bush.

* FRIDAY

Muppets Tonight! (ABC, 8:30-9 p.m.): First a hit movie, ''Muppet Treasure Island,'' now a new TV series, similar to ''The Muppet Show'' of the '70s: The Muppets (Kermit, Miss Piggy et al.) are back to entertaining families. In ''Muppets Tonight!'' the slapstick and skits take place at KMUP, where a new character, Clifford, hosts an always-unpredictable evening variety show. Actress Michelle Pfeiffer guest stars in the premiere episode, which pokes plenty of fun at other TV shows.
