It's bright, user-friendly, and Michigan's website rates A+

From a citizen's perspective, what makes a good government website? First and foremost, according to the Washington-based think tank National Policy Research Council, its ready access to a range of services, which means the home page should get most surfers started in finding what they're looking for. Michigan's site (www.michigan.gov), with almost 300 online services, excels in this regard. It alone received an A+ from the council, which recently graded thousands of state and local e-government sites. Twenty-five criteria were used in determining the rankings, among them whether the sites can be used to pay taxes and submit complaints about public services. The states with the best websites, and their grades, from the council's report card:

Michigan A+
Idaho, Indiana A
Nebraska, Utah A-
Arizona, Arkansas, Colorado, Georgia, Texas B+
