3. Reno, Nev. – 3.6 percent decline

"The Biggest Little City in the World" is getting smaller in terms of its workforce. In the past year, the Reno-Sparks metro area has lost 7,000 workers and now has fewer people working than at any time since 1997. Unemployment has edged up to 13.6 percent, up from 12.4 percent a year ago. Gaming revenues and tourism have edged down in the past year, although taxable sales are up slightly.
