Redistricting occurs at least every 10 years, after new Census data determine which states have gained and lost residents. Here's a primer about the process and its consequences.

2. Who are reapportionment's winners and losers?

As a result of the 2010 Census, eight states will gain congressional seats: Arizona, Florida, Georgia, Nevada, South Carolina, Texas, Utah, and Washington.

Ten states will lose congres­sional seats: Illinois, Iowa, Louisiana, Massa­chusetts, Michigan, Missouri, New Jersey, New York, Ohio, and Pennsylvania.
