The Supreme Court, in a 7-to-2 vote, ruled Tuesday that the state of Washington may hold open primary elections in which the top two vote-getters advance to the general election, even if they are from the same party.

In an updated report on last summer's Minneapolis bridge collapse, the National Trans-portation Safety Board said Tuesday that 191 tons of construction materials were placed over steel connector plates that were thinner than they should have been and which failed under the heavy load.

The average price of a gallon of regular, self-service gasoline reached a new high of $3.28 after climbing 5.9 cents over the past week, the federal Energy Information Administration reported Monday. During the past year, the price has risen 71 cents.

The Hannaford Bros. grocery chain said Monday that more than 4 million credit- and debit- card numbers were stolen during the card-authorization process at more than 100 stores in the Northeast and Florida. The Patersons received counseling to repair their relationship.

The Florida Democratic Party said Monday that voters don't want to vote in a primary rerun, so one won't be held to make up for the state's invalid primary election.

The Friends of the Bloomingdale Trail in Chicago have forged several key alliances in pursuing plans for its goal of converting a three-mile stretch of an abandoned elevated rail line into a bike trail, according to Chicago Public Radio. It could take a decade for the project to become a reality, but the city and several major foundations have all agreed to lend their support.

The Los Angeles Dodgers closed out 60 years of training in Vero Beach, Fla., Monday during a spring training game against Houston. The Dodgertown complex opened when the club was in Brooklyn.
