Haughey seeks 'fresh initiative' on Ulster

Irish Prime Minister Charles Haughey, once accused of running guns to the illegal Irish Republican Army, has called for an international commission to seek an end to the violence in Northern Ireland. Mr. Haughey made his request Sunday night at a meeting of political correspondents, telling them he thought an international commission might bring a "fresh initiative" to Northern Ireland.

Just 24 hours earlier, Mr. Haughey had made his first major policy speech on Northern Ireland since being elected prime minister: He said he wanted the British government to declare its interest in bringing about Irish unity.
