A real whodunit is stumping investigator on Three Mile Island, nearly two years after the atomic mishap there. The federal Nuclear regulatory Commission soon will wrap up a probe on whether operators and managers intentionally failed to report critical problems during the nuclear plant accident. Critics are waiting to see whether the NRC will charge any utility official with a criminal act.

Sending a nuclear technician to jail would send chills through the industry but would satisfy antinuke groups that claim utilities are still prone to cover-ups.m
