Jack Kemp for governor of New York?

Insiders say the GOP congressman from Buffalo and former pro football star will decide by late spring whether to run for governor next year. Kemp attended a fund-raiser in his own behalf in the state this week, and state Republicans are stepping up pressure on him to oppose Gov. Hugh Carey.

His decision will hinge largely on whether he feels he could command more visibility as governor than he can in Washington for an eventual springboard to the White House.
