Polish 'reform congress' in July

Poland's crucial and long-awaited special communist Party congress, which will set the limits on reform, has been scheduled for July 14-18, according to Monitor special correspondent Eric Bourne.

The date was disclosed in the keynote speech to the party's Central Committee April 29 by party leader Stanislaw Kania. The date awaited confirmation by the Central Committee.

Modification of the party's leading role away from an orthodox, arbitrary style to a more flexible one is implicit in recent reform moves. It entails a greatly enlarged, direct worker presence in the leading political bodies and at the congress, but not any kind of abdication of the party's overall political control.
