'80s outlook: more jobs than people to fill them

There will be more jobs available in the 1980s than people with the qualifications to fill them, according to a survey by a national management consulting firm. But conclusions from the Theodore Barry Associates survey do not cover the dim employment prospects of blacks and other minorities.

A European consulting firm that publishes a survey called the Business Risk Environment Index recently predicted there will be urban riots in US cities in the summer of 1983, because ''persons without skills will be unemployable in an economy being restructured to emphasize high technology.''

The Barry survey's conclusions rest largely on the prospects of major industries that use little unskilled labor.
