Like any new man, Secretary of State George Shultz is making some changes at Foggy Bottom. His deputy secretary will be Kenneth Dam, a lawyer and long-time friend - with no former business or political connections to Ronald Reagan. It thus looks as if the President has given Mr. Shultz a free hand to select the aides he wants. People are noticing that this was not the procedure with Alexander Haig.

That's not surprising. Mr. Shultz has the credentials himself for easy entree to the White House.
