Democratic governors decry big budget deficits

Democratic governors charged that President Reagan's economic program favors the rich at the expense of the poor, and they called for action against the massive budget deficits it has spawned. The Democrats, who dominate the National Governors Association 34 to 16, unanimously adopted a resolution by Michigan Gov. James Blanchard urging Mr. Reagan to ''begin at once to focus increased attention'' on growing federal deficits.
