REAGAN'S 1982 MIDEAST PLAN

Main points: Peaceful and orderly transfer of authority from Israel to the Palestinian inhabitants of the West Bank and Gaza.

Recognition of Israel by the Palestinians and the Arab states.

Immediate adoption of a settlement freeze by Israel.

Establishment of a system of self-government by the Palestinians of the West Bank and Gaza ''in association'' with Jordan.

A five-year transition period following free elections for a self-governing Palestinian authority.

The US will not support the creation of an independent Palestinian state on the West Bank and Gaza.

The US will not support annexation or permanent control of the West Bank and Gaza by Israel.

Jerusalem will remain an undivided city but its final status should be determined through negotiations.

The US will oppose any proposal that threatens the security of Israel.
