Franco-African summit calls for peace in Chad

President Francois Mitterrand and key African leaders put the finishing touches on an appeal for national reconciliation in Chad, sources at the Franco-African summit here said.

Some African leaders expressed hopes that Tuesday's meetings would clear the way for a dialogue between Chad President Hissein Habre and Goukhouni Woddei, whose Libyan-backed forces occupy the northern half of the country.

Guinean President Ahmed Sekou Toure said he had assurances from Mr. Habre, who has previously refused to negotiate with Mr. Woddei, that he was ready for talks with all Chadians. Speaking with journalists, however, Habre added an important qualification: He said such talks were possible with those ''who are not once again manipulated by Libya.''
