A little-known group called the Kashmir Liberation Army (KLA) claimed responsibility for the killing. The group seeks independence for Kashmir, a predominantly Muslim territory partitioned between India and Pakistan.

In London, Rajiv Gandhi, son of the Indian prime minister, told the Financial Times that he believes Pakistan may invade the Indian section of Kashmir within a year. He said Pakistan was carrying out its biggest military exercises in that area.

Government officials and Kashmiri politicians in Pakistan said they had not heard of the KLA.
