Incumbents victorious in Basque region vote

Basque Prime Minister Carlos Garaikoetxea looked set Monday for another four years in office after his Nationalist Basque Party (PNV) won regional elections overshadowed by escalating political violence.

The PNV gained 32 of the 75 seats in the Basque parliament in Sunday's poll - enough to allow it to form the second government to rule under autonomy statutes introduced in 1980.

The guerrilla-backed Herri Batasuna, which refuses to take part in the parliament, obtained 11 seats. Garaikoetxea urged Batasuna to ''occupy its seats,'' and ''. . . contribute to the pacification of our country.''
