Soviets deny they'd resume talks if Euromissiles froze

The Soviet Union Monday denied it would resume Geneva arms talks with the United States if nuclear missile deployment in Western Europe were frozen at present levels, saying it had not moderated its stand, as suggested by the President of Romania.

Romanian President Nicolae Ceausescu, in a Sunday interview with the Hearst News Service during his current visit to the United States, said he believed Soviet President Konstantin Chernenko was willing to resume talks as long as there were no further missiles installed in Western Europe.
