3 East-bloc leaders home after talks in the West

President Erich Honecker of East Germany, on a visit here, suggested Tuesday that nuclear-weapons-free zones be established in Europe as a first step toward stopping the arms race. He said East Germany is ''still prepared to make all of its territory free of theater nuclear weapons.''

Hungarian leader Janos Kadar and President Francois Mitterrand called Tuesday for renewed US-Soviet negotiations toward ''the lowest possible level'' of nuclear arms. Mr. Kadar described the talks on the second and final day of his official visit to Paris as ''constructive.''

Romanian President Nicolae Ceausescu flew home yesterday after two days of talks with West German Chancellor Helmut Kohl, but no joint communique was issued on the results of their meetings.
