Massachusetts has tough environmental laws, but the state is moving to streamline the process by which businesses get permits for hazardous-waste and air and water discharges. The state is cross-training inspectors so that one or two people can inspect a facility for "one-stop" permitting. "There is a tremendous amount we can do to ease the burden just by improving the process," says Daniel Greenbaum, commissioner of the state's Department of Environmental Protection.
