WORTH NOTING ON TV

* WEDNESDAY

Cyclone! (NBC, 8-9 p.m.): National Geographic presents a stormy special about tornadoes and hurricanes, complete with gripping footage and personal accounts. Narrated by Peter Coyote, the documentary is understandably heavy on the disaster factor, but viewers should keep in mind that scientists are learning more about such storms so they can better predict their paths and help people avoid their harmful effects.

Fantasy: Mariah Carey at Madison Square Garden (FOX, 9-10 p.m.): Pop diva Mariah Carey performs some of her hits, including ''Fantasy'' and ''I'll Be There.'' The highlight of the night is her collaboration with Boyz II Men on ''One Sweet Day.''

* THURSDAY

Kelsey Grammer Salutes Jack Benny (NBC, 10-11 p.m.): Two-time Emmy winner Kelsey Grammer, alias Frasier, pays tribute to Jack Benny, the comedian he considers his inspiration. The special follows Benny's career from vaudeville to radio and then to television.

* FRIDAY

Frosty the Snowman (CBS, 8-8:30 p.m.): You remember the guy with the corncob pipe and the button nose and two eyes made out of coal. This perennial holiday special narrated by Jimmy Durante was first broadcast in 1969. Tonight it is followed by Frosty Returns (CBS, 8:30-9 p.m.), a new animated program narrated by Jonathan Winters and starring the voice of John Goodman as Frosty. In the new story, Frosty comes to the town of Beansborough where a new snow-removal spray threatens winter fun - and his existence.

Tony Bennett: Here's to the Ladies (CBS, 8-8:30 p.m.): Brandy, Mary Chapin Carpenter, Patti LaBelle, Liza Minnelli, and Roseanne join Tony Bennett for this ''Concert of Hope'' to benefit the Center on Addiction and Substance Abuse at Columbia University. President Clinton, former first lady Betty Ford, Kelsey Grammer, and others make special appearances during the concert, which was taped Oct. 16 at the Pantages Theatre in Hollywood, Calif.
