Savannah (WB, 8-10 p.m.): The WB Network unveils its first drama series, produced by Aaron Spelling, E. Duke Vincent (both of ''Dynasty,'' ''Beverly Hills 90210''), James Stanley, and Dianne Messina Stanley (writers for ''Knots Landing''). Set in contemporary Savannah, Ga., the soap opera's stories revolve around Lane (Robyn Lively), Peyton (Jamie Luner), and Reese (Shannon Sturges) - three women who, although different from one another, are lifelong best friends.

The program will regularly air on Sundays, 9-10 p.m.

53rd Annual Golden Globes (NBC, 8-11 p.m. EST): These honors for television and motion pictures include a special award for actor Sean Connery and a performance by singer Tony Bennett.


Rory's Place (The Learning Channel, 7:30-8 a.m. and 10:30-11 a.m.): Preschoolers can laugh and learn with Rory, a critically acclaimed children's performer, and her three puppet friends. Exploring topics like animals and what children might be when they grow up, this new daily program combines live-action and animated segments that are commercial-free and nonviolent.


Moesha (UPN, 8-8:30 p.m.): Rising rhythm-and-blues star Brandy stars as Moesha in this family comedy. A smart teenager who's also into clothes and boys, Moesha finds her home life entering unchartered territory when her father (William Allen Young) marries a teacher at her school (Sheryl Lee Ralph).

Following is another family comedy, Minor Adjustments (UPN, 8:30-9 p.m.), originally an NBC series this fall.

State of the Union Address (ABC, CBS, CNN, C-SPAN, NBC, PBS, 9-11 p.m. EST; FOX 9-10 p.m. EST): In light of the federal budget impasse and the upcoming presidential elections, the time is ripe for an assessment of affairs in the United States. President Clinton will deliver the annual speech before a joint session of Congress, followed by the Republican response and media analysis.
