The best places to grow a company continue to be mostly Western, Southeastern, and smaller cities, according to Cognetics Inc., a Cambridge, Mass. group that studies business growth. This year's ranking:

1.) Las Vegas

2.) Austin, Texas

3.) Fargo, N.D.

4.) Savannah, Ga.

5.) Sioux Falls, S.D.

FOREIGN INVESTMENT

Foreigners shoveled more of their real-estate dollars this year into US cities with booming economies, especially those heavy with high-tech firms. The Washington-based Association of Foreign Investors in Real Estate lists the following cities as the top places for foreign investment:
