An air boat glides along the Bonnet Carre Spillway in Norco, La., which the Army Corps of Engineers partially opened to alleviate pressure on Mississippi River levees. The spillway, which the Corps built about 30 miles upriver from New Orleans in response to the great flood of 1927, diverts water from the Mississippi River to Lake Pontchartrain.
