Reagan's economic program wants to encourage long-term business investment. But is he willing to insure it? some US executives are beating the drum for insurance coverage against sudden shifts in federal policy. The State Department's Overseas Private Investment Corporation (OPIC) offers to US firms doing business abroad insurance against foreign government policy shifts, riots, and rebellions. Extending this to include changes in US policy, these executives argue, would allow them to make long-term investments here -- free of concerns about any future Democratic reversal of the "Reagan Revolution."
