It may be a "comic book,'' but it's no laughing matter.

Last week the Life Amendment Political Action Committee (LAPAC) mailed 100, 000 copies of a 38-page booklet entitled ''Every Family Has One'' to Massachusetts voters. Sen. Edward Kennedy bounces through the pages as a black sheep (of the Kennedy clan). The large-lettered text tells readers ''Teddy isn't like his brothers at all when it come to character'' and then hits the senator's stand on a long list of issues, including abortion. LAPAC hopes to distribute 2 million copies before the November election.

The group says the booklet is ''an exciting, different way to get people to read the whole story.'' Kennedy's camp calls it ''inaccurate'' and ''representing the worst kind of politics.''
