Expanded Soviet hot line to be sought by Reagan

President Reagan is expected to unveil in a speech Monday night proposals for expanding the ''hot line'' with the Soviet Union and other advance-warning measures to reduce the risk of a nuclear war, administration officials said.

The televised address had been contemplated before the death of Soviet President Leonid Brezhnev but now is seen by officials as an opportunity to enhance communications between the superpowers.
