D. Lowell Jensen, associate attorney general, said Monday the administration's push against narcotics has focused on organized crime cartels involved in drug trafficking. He acknowledged it will take time for the process to show results.

Since the administration set up 12 regional task forces in the last year, a total of 425 ''drug-trafficking groups'' have come under investigation, about 25 of those in the traditional Mafia.
