Administration proposes medical treatmen
The Reagan administration proposed rules Friday requiring doctors to treat newborn children diagnosed as handicapped, except in extreme cases, and said ''quality of life'' could not be a factor in deciding whether to treat the infants.
The rules would implement a law passed by Congress and signed by President Reagan Oct. 9, more than two years after the death of an infant in Bloomington, Ind., brought the issue to public attention.
The new rules are to be published in the Federal Register today for 60 days of public comment.
