CHINA TIGHTENS CONTROL OVER ECONOMY

Communist leaders met secretly yesterday to endorse a three-year austerity plan. The Chinese people were told to brace for several years of ``hard living'' as the country grapples with its economic difficulties.

The Communist Party's governing Central Committee was expected to prescribe tighter government controls over the economy and fewer market-oriented reforms.
