OPPOSITION WINS URUGUAY'S ELECTION

Opposition candidate Luis Alberto Lacalle of the Blanco (National) Party was elected president Sunday in Uruguay's first free elections since 1971. ``We are going to start work next Monday with all [Uruguay's] political and social forces,'' Mr. Lacalle said shortly after governing Colorado Party candidate Jorge Batlle conceded defeat.

Lacalle has promised to solve economic stagnation and rising inflation by privatizing state companies, cutting government spending, encouraging a free economy, and negotiating a reduction in the $1.8 billion foreign debt.
