Pull out the road maps, you men and women with bold new business plans. A new report by a Waltham, Mass.-based consultancy, Cognetics, names the places to be. The Carolinas fared well.

It's not about an area's overall speed of economic growth or its "attractiveness," Cognetics says, but a look at the recorded frequency at which new firms start, and the rate at which young firms grow.
