Residents use improvised rafts in the floodwaters after Typhoons Ketsana and Parma hit San Pedro, Philippines. A Philippine state agency plans to sell reconstruction bonds of up to 50 billion pesos ($1.1 billion) in 5-10 year maturities to fund rebuilding after the devastating typhoons, the trade secretary said Thursday. About 18.4 billion pesos ($397 million) in crops and fisheries were destroyed in the storms.
