Libya's rebels come to Washington. Who else has offered support?

Qatar

Qatar was the first Arab nation (the second country overall, behind France) to support Libya’s rebel government. And despite not being a NATO member it pledged assistance to the NATO intervention.

Qatar has been providing needed supplies to the rebels, something the NATO alliance has so far refrained from doing. It also took steps to fund the cash-strapped rebel government by signing an agreement with the council to take charge of exporting eastern Libya’s oil.

Jordan also announced this week that it will recognize the council as Libya’s sole representative. The Jordanian foreign minister said that the country will soon name a permanent envoy in Benghazi, the rebel capital.
